The utility of pre-screening or pre-planning in regards to compliance issues expedites the APD process by stratifying proposed undertakings in terms of potential issues. The pre-screening process also assists in avoiding unnecessary costly APD fees for proposed undertakings that end up being altered or dropped due to compliance issues.
